In Washington, a senior diplomat said the Bush remark as recounted in the newspaper "sounds like one of the president's one-liners that is meant as a joke."

Yeah, one of his famous one liners.
You know, like, "Nope, no WMDs in here."
Oh, and who could forget, "The haves and the have mores...Some people Some people call you the elites; I call you my base."
Oh, and "We want to help you put food on your families."
Oh, and, "Nuke-kyoo-ler" That one gets me no matter how often he says it.
I guess he gets that wit from his Mom. You know, "Many of them were underprivileged anyway, (chuckle) so things are working out pretty well for them here."
